The Municipal Law and the LTH

In my opinion the LTH, Law of Historical Territories, it was not right at the time of defining the institutional framework and competencial of Basque Country.
He has not any sense that we have 4 parliaments for 3 territories.
He has no sense that every territorial Delegation could legislate in fiscal matter at his{your} pleasure.
They have no sense, the permanent wars competenciales between Basque government and delegations.
And certainly he has no sense that the Town halls are assuming competitions that do not correspond to them and much less without the economic contribution necessary to cover them.
The Municipal Law in Basque Country is the most urgent of all those who exist, but very much I am afraid that if the PNV already begins saying what it is possible to touch and what not, we will spend another term more without Municipal Law.
